Shy_Guy
Are you wanting to be her close friend, so as to become romantically involved with her, or are you looking simply to be supportive on a platonic level? If you're not honest with yourself, and use one as a tool to achieve the other, you'll leave yourself disappointed, and her very hurt. Since you're already 'friends' you might be polite and upfront with her. Ask her out to the movies, anything. Let her know, gently that you want to make her happy, and that you care that she's hurting, and that you'd like to take her out of that and to see that life CAN be good. If you're not honest, none of this will EVER work. Good luck.

Shy_Guy
There's no best time. Make your approach and hopefully she'll be interested enough to stop wasting time on someone who's already involved with someone else.
