When is too old to old?

I don't think you're ever too old to follow your dreams, perhaps the only thing that changes as you get older is that you can't be as reckless as you'd have been in your early 20's! "Flying by the seat of your pants" isn't as easy and doing a bit more research and having adequate savings is usually necessary.

Paris is lovely and I can understand why you'd like go there to live and improve your French. (For a long time I wanted to live and work in Paris; that is until I visited Spain...now my dream has moved geographically )

Visa requirements are always a pain in the * * * throughout the EU (as anywhere else), but you are entitled to be here for 3 months without a visa and there are ways to apply for extensions once you are here. Have you thought about taking an intensive language course with a reputable school? I don't know about France specifically, but many schools in Spain and Germany will issue a visa if you are enrolled for a certain period of time. Perhaps it's a place to start?

Best of luck with pursuing your dream!
